Leonel Helgueros, 12, moved to Springdale from Mexico in August 2006. He starts his day with standard classes but ends with two periods of class for beginning English-Language Learners. Thirty-six percent of the 16,598 students in the district were English-Language Learners when the school year ended June 5, 2007. No other district in Arkansas has as many students who are not fluent in English.
